Branch Resolutions unanimously adopted by the DAP National Congress in Crown Princess Hotel in Kuala Lumpur on Saturday, 23rd August 2008:

Branch Resolutions

1. Proposal: Bentayan Branch;     Seconder: Bakariah Branch

TO URGE the Central Executive Committee to set up a committee to formulate strategies and ways to increase the number of Malay members in the party and to draw support from the Malay community for the DAP¡¯s struggle.

2. Proposal: Taman Gembira Klang Branch;     Seconder: Pasar Pandamaran Branch

TO URGE the Central Executive Committee to limit party candidates to contesting in one constituency only, and leaders should not hold more than two government portfolios or positions at one time.

3. Proposal: Taman Paramount Branch;     Seconder: Damansara Branch

a. TO URGE the party leadership to ensure that the three component parties in the Pakatan Rakyat are of equal standing, and that no one party should dominate within the coalition.

b. TO URGE all DAP elected representatives to always abide by party policies in performing their public duties.

c. TO DEMAND the Federal Government to release the five Hindraf leaders and all ISA detainees.

d. TO DEMAND the Federal Government to restore local government elections.

e. TO URGE the Government to be fair to all types of schools, including SJKCs and SJKTs, and to build more vernacular schools according to the needs of the communities.

f. TO URGE the Government to implement a coherent public transportation system that is affordable to the public in light of the increase in fuel prices.

g. TO URGE all Pakatan Rakyat states to practice open tender system for all state government projects.

4. Proposal: Jalan Bendahara Branch;     Seconder: Kg Simee Baru Branch

a. TO URGE the Central Executive Committee to strengthen the party¡¯s organizational structure and improve the process for registration of new members.

b. TO URGE the Central Executive Committee to take strict disciplinary action against leaders or members who tarnish the reputation of the party via the media.

5. Proposal: Sibu Branch;     Seconder: Lanang Branch

TO CALL on the Sarawak State Government to demand that the Federal Government increases the payment of oil royalty to the state from 5% to 20%.

6. Proposal: Padang Kota Branch ;     Seconder: Padang Kota Branch

TO CALL on the Government to ensure that all Petronas petrol stations cater to NGVs, as part of efforts to help promote the government¡¯s environment-friendly policies as well as to reduce the financial burden of the people, in light of the fuel price hike.

7. Proposal: Maharani Branch ;     Seconder: Bukit Gambir Branch

TO CALL on the Government to respect the right of Malaysians to assemble peacefully to express themselves, and abolish laws which require the people to apply for a police permit each time they want to have a peaceful assembly.

8. Proposal: Bukit Gambir Branch ;     Seconder: Taman Sri Jaya Branch

TO PROPOSE to the Central Executive Committee to restructure the party¡¯s disciplinary committee in order for it to tackle the grouses and complaints of members more independently.

9. Proposal: Bukit Koman Branch ;     Seconder: Raub Branch

a. TO URGE the Federal Government to utilize Petronas’ profits to implement a good public transportation system as well as to buy over highway concessionaire companies, so that toll rates can be reduced.

b. TO URGE the Minister of Transport to reduce road tax for private and commercial vehicles in the interest of the people.

c. TO URGE the Federal and State Governments to take proactive steps to increase the number of non-Malay civil servants.

d. TO URGE the Federal and State Governments to provide fair allocations to all religious organizations to build places of worship.

e. TO URGE the Ministry of Education to open up matriculation colleges to all Malaysian students.

10. Proposal: Bukit Bintang Baru Branch;     Seconder: Brunei Pudu Branch

a. TO URGE the party and Pakatan Rakyat to work together to formulate educational, political, cultural and economic policies in the eventuality of a change in the Federal Government.

b. TO URGE the Central Executive Committee to increase and encourage the use of Bahasa Malaysia in efforts to reach out and recruit more Malay members into the party.
