Media Statement by Nga Kor Ming in Parliament on Wednesday, 9th December 2009:

Called on the Home Minister, Dato Seri Hishamuddin Bin Tun Hussein to look into a statutory rape case involving a 14 years old school girl

Taiping Member of Parliament Nga Kor Ming today called on the Home Minister, Dato Seri Hishamuddin Bin Tun Hussein to look into a statutory rape case involving a 14 years old school girl who alleged to be raped by her school mates.

Expressing his shock over the incident, Nga cited the news report by Sin Chew daily that according to the report, the underage juvenile was raped on or about 25/10/2009 by few of her school mates. The incidents took place at a karaoke centre after the boys left some pills into a glass of drink which made her felt dizzy. She was semi unconscious while raped by the boys. After the incident, the victim lodged a complaint with the school headmaster but the later refused to deal with the case but decided to pass the matter to his deputy. To her dismay, the deputy headmaster also failed to address the case and stated sham excuse that as the incident did not happen in the school, the school authority will not act upon such a complaint. Felt dejected, the victims lodged a police report on 26/10/2009 naming the suspects, however, until now no one had been arrested by the police despite that the alleged suspects can clearly be identified by the victim. It was traumatic to be noted by the victim, while she was experiencing insurmountable pain over the unfortunate incidents, the alleged suspects were scout free and found to identify the next prey to satisfy their sex luste.

Nga Kor Ming stated that as a Christian & Member of Parliament, it is incumbent upon him to speak out for the helpless and unfortunate one .He said that he believed the society with no justice and fairness is a hopeless society. The Law must be able to uphold justice and vindicate the victims otherwise the law will remain meaningless.

Nga also said that the greatest sins committed by a good man is when the evil commits evil, the good man chose to remain silent. Eventually when the good man found himself to be the victim, there is no one else to speak out for him.

In order to assist the victim, Nga had decided to offer RM5,000 to anyone who can assist the police to settle the case and bring those responsible to the court of justice.

Nga, who is also DAP National Deputy Treasurer stressed that anyone having sexual intercourse with the juvenile under the age of 16, commits statutory rape under section 376 of the Penal Code. Such a severe offence must be viewed seriously and in this particular case, as there is complaint against the police for failing to act to the expectation of the victim, it is timely this case be brought to the Minister’s attention immediately & trust that the Home Minister will address it with grave concern.
