1. Proposal: Cawangan Simee Baru;     Seconder: Cawangan Jalan Chung On Siew

TO URGE the Central Executive Committee to take stern action against members who make use of the media or in public, defame the good name and image of the party and its leaders for their own selfish political agenda.

2. Proposal: Cawangan Segambut 2002;     Seconder: Cawangan Kelang Pasar Besar

a. TO URGE the Central Executive Committee to set up an official party think tank, COMPRISING prominent independent/non-affiliated/non-aligned academicians from the VARIOUS COMMUNITIES to contribute expert opinions on party strategies.

b. TO URGE the Central Executive Committee to make simple and catchy public announcements emphasizing the party’s strategies – particularly regarding the nation’s economy – in the governance of the country when DAP becomes part of the Federal Government in future.

3. Proposal: Cawangan Bandar Sungai Long;     Seconder: Cawangan Serdang Aman

TO CALL on the Federal Government to urgently and immediately set up a Royal Commission of Inquiry to ENSURE justice OVER Sdr Teoh Beng Hock’s suspicious death.

4. Proposal: Cawangan Mulan;     Seconder: Cawangan Jalan Tembikai

a. Gender

TO CALL on the Central Executive Committee to uphold the principle of ‘no social equality without gender equality’ by internalizing the CEDAW’s principles into party’s policies, organization and operations – including the formation of a Special Committee for the Integration of CEDAW, of which will report to the CEC for further action

b. Education

TO URGE the Federal and State Governments to uphold the National Education Philosophy and National Education Policy, especially its emphasis to establish an “education system that truly meets the need of the nation, encourage the development of culture, social, economy politics”.

TO FURTHER URGE the Federal and State Governments to simultaneously strengthen the position of Bahasa Malaysia as the official national language as well as not neglecting or denying the rights of all citizens to learn, teach and develop our respective mother tongue languages or dialects.

TO CALL on the Federal and State Governments to provide fair need-based financial allocations for all schools, regardless of type, to enable a high quality education system.

5. Proposal: Cawangan Taman Paramount;     Seconder: Cawangan Damansara

TO CALL on the Federal Government to amend the Local Government Act in order to restore local government elections.

6. Proposal: Cawangan Brunei Pudu;     Seconder: Cawangan Bukit Bintang Baru

a. TO CALL on the Federal Government to amend the laws in order to restore local government election;

b. TO CALL on Pakatan Rakyat State Governments to give importance to restoration of the local government agenda, maximizing state governments’ power to initiate local elections followed by appropriate appointments.

c. TO DEMAND for the resignation of IGP, Tan Sri Musa Hassan, for his lack of efficiency and accountability, as well as disrespect for the principles of integrity and justice in performing his duty and responsibilities, as clearly seen in :

i. Worrying rate of national crime;

ii. Low public confidence in the police’s capabilities to reduce rampant crimes;

iii. The police’s continuing obsession in suppressing democracy, rights of the rakyat as well as the Opposition parties;

iv. Series of mysterious deaths while in police custody eg. the Kugan Case;

v. Serious reports of police’s corruption and abuse of power.

d. TO CALL for the Federal Government to take serious actions to restore the independence of the judiciary, including :

i. Replacing the current Chief Justice with someone without politically background;

ii. Replacing the current Attorney General who is unfair and unjust in carrying out his duties;

iii. Reopen the Lingam case and initiate a fair, just and open investigation;

iv. Reform the promotion system for judges to be based on qualification, seniority and competency.

e. TO CONDEMN, insist for repent and demand justice from the Federal Government for its series of despicable actions in the Pakatan Rakyat- controlled States, which include :

i. The coup in Perak resulting in a state of grave constitutional crisis and denying the people of Perak their right to choose their own state government;

ii. Utilizing the police and other enforcement units to unreasonably disrupt the smooth governance in Selangor, resulting in the mysterious and unresolved death of the state government’s political aide, Saudara Teoh Beng Hock;

iii. Provoking its ruling political party members to incite destructive racial hatred such as condoning the cow head fiasco in Shah Alam.

f. TO DEPLORE the Najib government’s hollow “1Malaysia” slogan which condones power grab in Perak, provoke religious hatred in the cow head incident in Shah Alam, politically-motivated executive intervention in the judiciary, encourage corruption as manifested in the PKFZ scandal, mysterious and unresolved deaths in custody such as Saudara Teoh Beng Hock and Kugan’s cases.
