My 21st question to Zambry – why did Zambry allow ATP to pay RM2.9M on behalf of SDGM prior to the signing of turnkey contract with SDGM?

ATP has made a total of RM2.9M payments on behalf of SDGM before signing the turnkey contract with SDGM.

The RM2.9M include consultation fees and fees related to procurement of rides. Altogether 16 invoices were paid by ATP on behalf of SDGM prior to the signing of turnkey contract between ATP and SDGM.

Why did Zambry allow ATP to make payments on behalf of SDGM prior to an agreement? Does Zambry have a crystal ball that he could know for sure ATP and SDGM will certainly agree on the terms in the turnkey contract hence allowing ATP to make payments on behalf of SDGM?

Was there a prior understanding or unwritten agreement between Zambry and SDGM that ATP will definitely appoint SDGM as the turnkey contractor hence allowing the RM2.9M payments on behalf?

I urge Zambry to clarify on what basis that he allowed ATP to make the RM2.9M payments on behalf of SDGM without signing an agreement.
