{"id":42401,"date":"2021-01-08T10:58:36","date_gmt":"2021-01-08T02:58:36","guid":{"rendered":"https:\/\/dapmalaysia.org\/en\/?p=42401"},"modified":"2021-01-08T10:58:36","modified_gmt":"2021-01-08T02:58:36","slug":"will-pn-give-gig-workers-the-social-protection-they-desperately-need","status":"publish","type":"post","link":"https:\/\/dapmalaysia.org\/en\/will-pn-give-gig-workers-the-social-protection-they-desperately-need\/","title":{"rendered":"Will PN give gig workers the social protection they desperately need?"},"content":{"rendered":"\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img decoding=\"async\" src=\"https:\/\/dapmalaysia.org\/en\/wordpress\/wp-content\/uploads\/2022\/08\/WhatsApp-Image-2021-01-08-at-6.02.06-PM-1021x1024.jpeg\" alt=\"\" class=\"wp-image-18561\"\/><\/figure><\/div>\n\n\n\n<p><em>Press Statement<\/em><br \/><em>8th January 2021<\/em><\/p>\n\n\n\n<p><strong>Political Will Required to Fix Social Protection for Food Delivery Drivers<\/strong><\/p>\n\n\n\n<p>The recent death of the Grab food rider still haunts me.&nbsp;<\/p>\n\n\n\n<p>He was only 31 and according to news reports, was the bread winner for his family.&nbsp;<\/p>\n\n\n\n<p>It is a wake-up call highlighting the vulnerable nature of precarious or informal work.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img decoding=\"async\" src=\"https:\/\/dapmalaysia.org\/en\/wordpress\/wp-content\/uploads\/2022\/08\/WhatsApp-Image-2021-01-08-at-4.27.00-PM-952x1024.jpeg\" alt=\"\" class=\"wp-image-18551\"\/><\/figure><\/div>\n\n\n\n<p>Last year, about 30 delivery riders died while working. Another 150 met with accidents during the months of March and June.&nbsp;<\/p>\n\n\n\n<p>Not all were pot-hole related but&nbsp;one-third of these cases involve serious injuries, while 73 reported minor injuries.<\/p>\n\n\n\n<p>Food delivery services gained prominence during the Covid-19 crisis. Young men and women on motorcycles delivered food and other household products to the doorsteps of our homes. They are frontliners of sorts.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img decoding=\"async\" src=\"https:\/\/dapmalaysia.org\/en\/wordpress\/wp-content\/uploads\/2022\/08\/20200325FL6.jpg\" alt=\"\" class=\"wp-image-18560\"\/><\/figure><\/div>\n\n\n\n<p class=\"has-text-align-center\"><em>Source: Malay Mail<\/em><\/p>\n\n\n\n<p>They work under vulnerable conditions and suffer from a lack of comprehensive social protection while at work.<\/p>\n\n\n\n<p>These delivery riders risk their lives and limbs, attempting to beat deadlines so that they can earn higher commissions with a higher rate of pick-ups and deliveries.<\/p>\n\n\n\n<p>About 40% of the labour force in Malaysia or 5.9 million people work in the informal sectors (including the gig economy), and the number is growing.<\/p>\n\n\n\n<p>But how much do employers care?&nbsp;<\/p>\n\n\n\n<p>These gig workers are not covered by the existing employment-related social protection system.<\/p>\n\n\n\n<p>There are approximately 160,000 e-hailing drivers in Malaysia.<\/p>\n\n\n\n<p>A 2020 survey conducted by a research group, The Centre,&nbsp;involved more than 400 e-hailing and delivery drivers and found that nearly a quarter (22%) of them do not have any form of social safety net, be it life and health insurance, emergency savings, insurance against social setbacks, or even retirement savings.<\/p>\n\n\n\n<p>Presently, Grab Malaysia does offer EPF contributions of 5% based on the amount contributed by selected driver-partners, subject to a maximum of RM80 a year.<\/p>\n\n\n\n<p>EPF and SOCSO also allow gig workers to contribute voluntarily under their Voluntary Contribution with Retirement Incentive and Self-Employment Social Security Scheme respectively.<\/p>\n\n\n\n<p>These efforts are welcomed but should be perceived as initial steps in building a long-term and sustainable social protection system for informal workers, including e-hailing delivery riders.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img decoding=\"async\" src=\"https:\/\/dapmalaysia.org\/en\/wordpress\/wp-content\/uploads\/2022\/08\/WhatsApp-Image-2021-01-08-at-5.55.42-PM.jpeg\" alt=\"\" class=\"wp-image-18556\"\/><\/figure><\/div>\n\n\n\n<p>Firstly, the government needs to recognise the status of informal workers and make it mandatory for their employers to give them adequate social protection coverage.&nbsp;<\/p>\n\n\n\n<p>Crucial issues such as minimum wage, insurance coverage, EPF deductions, and Socso coverage must be made compulsory.&nbsp;<\/p>\n\n\n\n<p>The government must also include them as part of the national social protection system.<\/p>\n\n\n\n<p>This way, informal workers can access the Employment Insurance Scheme, accident and health insurances, as well as retirement savings.<\/p>\n\n\n\n<p>Secondly, informal workers can be registered with the government via an app.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Thirdly, the state needs to work with existing employers to establish a sustainable social protection system that can effectively cushion these vulnerable workers during a crisis.&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;&nbsp;<\/p>\n\n\n\n<p>Singapore has successfully established social protection its for e-hailing drivers.<\/p>\n\n\n\n<p>Gojek has partnered with Gigacover, a Singapore-based insurance technology company to launch an earnings protection insurance scheme for its delivery drivers.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img decoding=\"async\" src=\"https:\/\/dapmalaysia.org\/en\/wordpress\/wp-content\/uploads\/2022\/08\/WhatsApp-Image-2021-01-08-at-6.08.19-PM-778x1024.jpeg\" alt=\"\" class=\"wp-image-18562\"\/><\/figure><\/div>\n\n\n\n<p>These delivery drivers can enjoy earnings protection coverage of $80 (RM244) per day and will be covered for up to 21 days of medical leave and 84 days of hospitalisation leave, accident claims included.<\/p>\n\n\n\n<p>So, Malaysia must do more for its gig workers and so should their employers.&nbsp;<\/p>\n\n\n\n<p>Both must recognise that informal workers were the hardest hit during the crisis and continue to be left behind in terms of state support.<\/p>\n\n\n\n<p><strong>Charles Santiago&nbsp;<\/strong><br \/><strong>MP for Klang<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Press Statement8th January 2021 Political Will Required to Fix Social Protection for Food Delivery Drivers The recent death of the Grab food rider still haunts me.&nbsp;
