The most shocking of which was the scathing commentary regarding our country\u2019s downward spiral into a failed state published by Bloomberg. Titled \u2018<strong><a href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2021-07-08\/malaysia-raises-the-white-flag-on-the-road-to-failed-statehood\">Malaysia is staggering down the road to failed statehood<\/a><\/strong>\u2019, the piece documented the failures of the PN government and its adverse effect on the welfare of the rakyat.<\/p>\n\n\n\n<p>Concurrently,&nbsp;<a href=\"https:\/\/www.economist.com\/graphic-detail\/tracking-the-return-to-normalcy-after-covid-19\">The Economist<\/a> has also recently featured Malaysia, this time placing Malaysia last out of 50 countries in its normalcy index for countries recovering from the Covid-19 pandemic. <\/p>\n\n\n\n&nbsp;\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><a href=\"https:\/\/www.therocket.com.my\/en\/a-malaysia-reset-is-needed-to-save-our-country-from-becoming-a-failed-state\/\"><img decoding=\"async\" src=\"https:\/\/dapmalaysia.org\/en\/wordpress\/wp-content\/uploads\/2022\/08\/failed-state-1024x1024.jpg\" alt=\"\" class=\"wp-image-22909\" width=\"600\" height=\"600\"\/><\/a><\/figure><\/div>\n\n\n\n&nbsp;\n\n\n\n<p>Unfortunately, the bad news doesn\u2019t stop there as the negative outlook on Malaysia is also rampant within the global business community as well. In fact, many international business entities that have investments in our country have openly criticised PN\u2019s failure to manage the pandemic. These include:<\/p>\n\n\n\n&nbsp;\n\n\n\n<ul class=\"wp-block-list\"><li><strong><a href=\"https:\/\/www.malaysiakini.com\/news\/579235\">The European Union-Malaysia Chamber of Commerce and Industry (Eurocham)<\/a><\/strong><\/li><li><strong><a href=\"https:\/\/says.com\/my\/news\/foreign-commerce-groups-warns-pm-muhyiddin-that-mncs-might-leave-msia-if-bad-sops-persist\">Malaysia-German Chamber of Commerce and Industry (MGCC)<\/a><\/strong><\/li><li><strong><a href=\"https:\/\/says.com\/my\/news\/foreign-commerce-groups-warns-pm-muhyiddin-that-mncs-might-leave-msia-if-bad-sops-persist\">Japanese Chamber of Trade and Industry Malaysia (JACTIM)<\/a><\/strong><\/li><li><strong><a href=\"https:\/\/says.com\/my\/news\/foreign-commerce-groups-warns-pm-muhyiddin-that-mncs-might-leave-msia-if-bad-sops-persist\">Japan External Trade Organisation (Jetro)<\/a><\/strong><\/li><li><strong><a href=\"https:\/\/says.com\/my\/news\/foreign-commerce-groups-warns-pm-muhyiddin-that-mncs-might-leave-msia-if-bad-sops-persist\">American Malaysian Chamber of Commerce (Amcham)<\/a><\/strong><\/li><li><strong><a href=\"https:\/\/says.com\/my\/news\/foreign-commerce-groups-warns-pm-muhyiddin-that-mncs-might-leave-msia-if-bad-sops-persist\">Malaysian Dutch Business Council (MDBC)<\/a> <\/strong><\/li><\/ul>\n\n\n\n&nbsp;\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><img decoding=\"async\" src=\"https:\/\/dapmalaysia.org\/en\/wordpress\/wp-content\/uploads\/2022\/08\/11895C24-E8EC-4B00-8D20-C439C97D31CD-931x1024.jpeg\" alt=\"\" class=\"wp-image-23067\" width=\"600\" height=\"659\"\/><figcaption><em><a href=\"https:\/\/says.com\/my\/news\/foreign-commerce-groups-warns-pm-muhyiddin-that-mncs-might-leave-msia-if-bad-sops-persist\">Says.com<\/a> article screenshot on the open criticisms by <\/em><\/figcaption><\/figure><\/div>\n\n\n\n&nbsp;\n\n\n\n<p>Given the grave impact these open criticisms have had towards Malaysia\u2019s reputation as a reliable foreign direct investment (FDI) destination, the Pakatan Harapan (PH) Economic Committee has expressed deep concerns regarding PN\u2019s lack of economic leadership. <\/p>\n\n\n\n<p>On 22 June 2021, the committee warned PN that the prolonged climate of confusion is deteriorating international business community\u2019s confidence in Malaysia as a viable investment destination. Unfortunately, the warning have fallen to deaf ears.<\/p>\n\n\n\n<p>Furthermore on 13 July 2021, the PH economic committee again reiterated the urgent need for the Federal Government to address economic uncertainties in order to secure employment opportunities as well as foreign investments. The committee also urged for PN to move away from being too reliant on general movement restrictions to a more targeted approach centred around systematic identification and containment. <\/p>\n\n\n\n<p>The committee stressed,<\/p>\n\n\n\n&nbsp;\n\n\n\n<h4 class=\"has-text-align-center wp-block-heading\">\u201cThis shift in strategy would inject a degree of certainty and pave the way for gradual reopening of economic activities, thus, safeguarding jobs as well as allaying concerns by the investor community.\u201d <\/h4>\n\n\n\n<p><br \/><\/p>\n\n\n\n<div class=\"fb-post\" data-href=\"https:\/\/web.facebook.com\/pakatanharapan.my\/posts\/1530607053956528\" data-width=\"600\" data-show-text=\"false\"><blockquote cite=\"https:\/\/www.facebook.com\/pakatanharapan.my\/posts\/1530607053956528\" class=\"fb-xfbml-parse-ignore\"><p>Kenyataan Media\nJawatankuasa Ekonomi Pakatan Harapan\nPN PERLU MEREDAKAN KETIDAKTENTUAN EKONOMI UNTUK MENJAMIN PELUANG&#8230;<\/p>Posted by <a href=\"https:\/\/www.facebook.com\/pakatanharapan.my\/\">Pakatan Harapan<\/a> on&nbsp;<a href=\"https:\/\/www.facebook.com\/pakatanharapan.my\/posts\/1530607053956528\">Monday, 12 July 2021<\/a><\/blockquote><\/div>\n\n\n\n<p><br \/><\/p>\n\n\n\n<p>The committee further stressed the importance of managing workplace transmissions as it is an important precursor to reopening Malaysia\u2019s economy across all sectors responsibly. Without resolving domestic fundamental issues, the international trade visits by Senior Minister Datuk Seri Mohamed Azmin Ali are utterly pointless. <\/p>\n\n\n\n<p>The statement iterated,<\/p>\n\n\n\n&nbsp;\n\n\n\n<h4 class=\"has-text-align-center wp-block-heading\">\u201dIt is pointless for the International Trade and Industry Minister Azmin Ali to embark on trade visits overseas if he and the entire PN administration do not immediately address these fundamental issues which could potentially drive away existing investors.\u201d<\/h4>\n\n\n\n&nbsp;\n\n\n\n<p>The PH economic committee thus urges for PN to move past the arbitrary distinction between \u2018essential\u2019 and \u2018nonessential\u2019 sector types as even essential services can be hotbed of Covid-19 infections. Furthermore, sectors with low transmission incidences should also be allowed to gradually open in order to distribute resources to assist other businesses mitigate transmission at their premises. Through this measure, these businesses can ensure they can resume operations in a \u2018new-normal\u2019. <\/p>\n\n\n\n&nbsp;\n\n\n\n<h3 class=\"wp-block-heading\">3 measures to ensure the continuity and certainty of economic activities in Malaysia<\/h3>\n\n\n\n&nbsp;\n\n\n\n<p>Beyond just vaccination drive, PN must invest in these measures in order to save Malaysian economy from further collapse:<\/p>\n\n\n\n&nbsp;\n\n\n\n<h4 class=\"wp-block-heading\">1. Strengthening Malaysia\u2019s healthcare capacity<\/h4>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/dapmalaysia.org\/en\/wordpress\/wp-content\/uploads\/2022\/08\/tired-frontliners.png\" alt=\"\" class=\"wp-image-18631\" width=\"600\" height=\"448\"\/><figcaption><em>For illustration purposes. <\/em><\/figcaption><\/figure>\n\n\n\n&nbsp;\n\n\n\n<p>The Federal Government must invest more to strengthen the capacity of our healthcare system specifically to deal with the Covid-19 virus and its variants. This will include the co-opt of the private healthcare sector as part of the national \u2018whole of society\u2019 strategy against the disease.<\/p>\n\n\n\n<p>The national healthcare infrastructure needs to be able to handle more positive patients, especially in terms of ICU facilities and availability. To reduce the burden on existing hospitals, considerations should also be made for purpose-built Covid-19 treatment centres. The same approach has been taken before with the establishment of purpose-built leprosy and tuberculosis centres. <\/p>\n\n\n\n&nbsp;\n\n\n\n<h4 class=\"wp-block-heading\">2. \u2018Pandemic-proofing\u2019 work spaces to ensure continuity of economic activities<\/h4>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/dapmalaysia.org\/en\/wordpress\/wp-content\/uploads\/2022\/08\/46A2C402-4D0D-4727-B0A2-38EBF5ABA18A-1024x576.jpeg\" alt=\"\" class=\"wp-image-23070\" width=\"600\" height=\"336\"\/><figcaption><em>For illustration purposes. <\/em><\/figcaption><\/figure>\n\n\n\n&nbsp;\n\n\n\n<p>Given that workspace, especially in the manufacturing sector are the largest source of Covid-19 clusters, the government must invest in \u2018pandemic-proofing\u2019 factories and workers\u2019 quarters.<\/p>\n\n\n\n<p>Moreover, it is not enough for the government to implement new laws and regulations to control the work and hostel environments. Factories, especially small-medium industries are already suffering from severely depleted cash flows and have no financial ability to invest to meet the new require stringent standards. The current financial assistance and targeted moratorium (if qualified), only focus on keeping businesses alive and workers employed. <\/p>\n\n\n\n<p>The PH economic committee thus calls for PN to implement the following:<\/p>\n\n\n\n&nbsp;\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Immediately invest at least RM15 billion in sector-wide pandemic-proofing economic grants and soft loans.<\/strong><\/li><li><strong>Follow the example set by the Selangor PH State Government through its Prevention of Outbreak at Ignition Sites programme which allocated RM500,000 towards ensuring industrial health compliance and controls. <\/strong><\/li><li><strong>Introduce incentives such as associated tax deductions or subsidies to install appropriate sensors and ventilation systems. <\/strong><\/li><li><strong>Introduce pre-emptive risk assessment means SOPs that focus on improving air quality and ventilation in indoor spaces as well as treating outdoor spaces as low risk with adequate social distancing and crowd control measure. <\/strong><\/li><\/ul>\n\n\n\n&nbsp;\n\n\n\n<h4 class=\"wp-block-heading\">3. Mandatory subsidised Covid-19 testing at workplaces<\/h4>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/dapmalaysia.org\/en\/wordpress\/wp-content\/uploads\/2022\/08\/83A44221-C854-430D-9379-F6FEBECFE0EA.jpeg\" alt=\"\" class=\"wp-image-23071\" width=\"600\" height=\"399\"\/><figcaption><em>For illustration purposes. <\/em><\/figcaption><\/figure>\n\n\n\n&nbsp;\n\n\n\n<p>The PN government should also introduce a mandatory periodic subsidised testing regime at workplaces to ensure early containment of any potential outbreaks. These measures would also drastically improve our nation\u2019s reputation as a reliable FDI destination. <\/p>\n\n\n\n<p>PN should have learnt the lessons from all the prior \u2018lockdowns\u2019 that the fight against Covid-19 will never be resolved with simplistic lockdowns.
