We propose that the Speaker of the
Dewan Rakyat consider immediately whether the Deputy Home Minister
committed a breach of privilege on 16 June, 2003 for denying that
there was individual or political party involved (in) or practicing
the culture of gangsterism
Media Statement by Dr Tan Seng Giaw (Kuala Lumpur, Friday): Dewan Rakyat Speaker Tun Mohamed Zahir should consider at once whether the Deputy Home Minister Datuk Zainal Abidin received correct information from the Ministry when he answered the question and committed a breach of privilege. On 16 June, 2003, the Deputy Home Minister answered the question by Bandar Melaka MP Kerk Kim Hock on the number of police reports and the result of the investigation regarding MCA and gangsterism. He said: “… Hitherto, the police authority will continue investigations on individuals concerned. And there is no evidence to show that there is individual or political party involved (in) or practicing the culture of gangsterism.” “Jackie Chan”, gave himself up to the police at 11 AM yesterday at the headquarters, Bukit Aman, Kuala Lumpur. He heads the triad Sio Sam Ong (Tiga Maharaja Kecil) with his right-hand man Chee Kok Leong. They avoided police arrest for several months. They are wanted by the police for alleged involvement in drug trafficking, murder, kidnapping and robbery in Penang and the neighbouring state. Yesterday, the police used the Emergency Ordinance to detain him to help investigations. In the House, members cannot give false evidence otherwise it is an act of contempt and a breach of privilege. Parliamentary Standing Order 80(2) denotes: whenever the House is not sitting a member may bring an alleged breach of privilege to the notice of the Speaker who may, if he is satisfied that a prima facie breach of privilege has been committed, refer such matter to the (Privileges) Committee, which shall report thereon to the House.” When the Deputy Home Minister made the statement mentioned above, we did not know that the police was after “Jackie Chan” and his henchman.
