We propose that the Prime Minister review
the cost of the smart tunnel project in Kuala Lumpur as to whether it
is value for money and the approval of development projects only after
taking their effects on flooding and traffic into consideration
Media Statement
by Dr Tan Seng Giaw
(Kuala Lumpur,
Thursday):
The Prime Minister said,: "The Government is studying the best ways to
overcome the problem of flash floods in Kuala Lumpur, including building
underground tunnels, quickly to channel water from flood-prone areas to the
rivers.
"We must spend a lot of money to dig the river again to deepen it and there
is a lot more that we have to do to overcome this problem," he added.
Yes, we have to tackle many problems as KL is situated in the Klang Valley
with rivers from Selangor flowing in and out of it. We must spend a great
deal of money. But, it must be spent meaningfully.
In the 1970s, the Government planned mitigation projects after the big
flood. Some were not completed especially on the Selangor side. Part of the
money was wasted. Hence, we hope that Dr Mahathir has a comprehensive review
of the flood mitigation projects. For example, the smart tunnel project was
estimated at RM1billion. The Government has awarded it at RM2.1 billion to
Gamuda and Malaysian Mining Corporation (MMC). Although we must overcome
flooding, we must know what is so special about the extra RM1.1 billion
project? Are Gamuda and MMC availing themselves of KL's dilemma?
Then we require public transport like the Light Rail Transit ( LRT).
However, some of the big columns that support the LRT are standing in the
middle of the rivers, affecting the flow of water especially during a
downpour. They add to the problem of flash floods. Can the Prime Minister
think of a way to deal with them?
Mitigating floods is a priority. Nevertheless, the projects must be value
for money. We should not let any company fish in the troubled water.
