Privatisation of MPMBB Car
Park: Datuk Poh Ah Tiam must provide satisfactory answers Press Statement by Kerk Kim Hock (Melaka, Thursday): In the Auditor’s Report on Melaka state for year 2000, it was reported that the Majlis Perbandaran Melaka Bandaraya Bersejarah (MPMBB) had, in June 2000 , privatized the car park at the wholesale market to a private company at a monthly rental of RM 9000. The Auditor said that the proposal to privatise the car park was made by MPMBB”s Finance and Social Economic Development Committee and was approved by the full Council meeting.
Auditing exercise carried out shows that the monthly rental fixed was far too low when compared to the actual collection prior to the privatisation decision. Actual revenue collected by the company has also doubled after the privatization exercise.
The rental at RM 9000 per month was fixed based on the collection for the months of April, May and June without making any study.
The Auditor’s report revels the following details of collection and rental before and after the decision to privatise the car park:
1. Monthly collection by MPM BB before privatization : April 2000: RM 27,656 May 2000: RM 26,950 June 2000: RM 25,299
2.Monthly collection by the private company after privatisation: July 2000 : RM 76,077 August 2000 : RM 56,858 September 2000 : RM 53,640
Executive councilor in charge of local government Datuk Poh Ah Tiam must therefore provide public answers to the following questions;
As the Melaka Chief Minister Datuk Mohd Ali Rustam has boasted about the accounting system in Melaka, I wish to bring his attention to the relevant remarks in the Report, which are as follows:
“ Pengauditan menunjukkan mutu penyediaan Penyata Akaun Awam Kerajaan Melaka Tahun 2000 masih tidak memuaskan seperti tahun- tahun sebelumnya. Kesilapan mengakuan dan ketinggalan angka –angka terus berlaku. Baki Wang Tunai Di Bank tidak dapat di sahkan kerana penayata penyesuaian bank tidak di sediakan. Manakala baki akaun lain tidak dapat disahkan kerana dokumen sokongan tidak di kemukakan.”
