(Parliament House, Thursday): MCA Youth leader Datuk Ong Tee Kiat yesterday  issued a 24-hour ultimatum to institute legal proceedings against me and the DAP if I cannot substantiate what I have said about the MCA Youth’s role for the baseless furore over the alleged STPM forgery syndicate. 

Let me tell Tee Kiat – Do your worst as I stand by every word that I have said about MCA Youth’s role for the baseless furore over the alleged STPM certificate  forgery syndicate, creating doubts about the honour, credibility and integrity of the STPM “top scorers”, particularly those who had achieved the perfect score of 4.0 cumulative grade point average (CGPA).  What is worse, this synthetic furore about the non-existent STPM forgery syndicate had distracted attention from the plight of the 99 “top scorers” who cannot afford to take up offers of private medical studies after being denied entry into the medical schools in the public universities. 

I have issued two statements on the issue, and they are available on both the DAP website, http://www.dapmalaysia.org/english/, as well as on the website on my speeches/statements  http://www.geocities.com/CapitolHill/3939/. Tee Kiat and his lawyers can comb through both these statements and I await his legal action. 

What really surprises me is why Tee Kiat and the other MCA and MCA Youth leaders dare not criticize the Minister for Higher Education, Dr. Shafie Salleh for going on a baseless rampage, with screaming headlines and editorials, about a conspiracy to forge STPM certificates (and even SPM certificates) to get entry into public universities, including medical schools – all because of a careless report by the MCA Youth which gave Shafie the reason to believe that there is a syndicate to forge STPM and SPM certificates. 

Utusan Malaysia of Monday, 5th July 2004 carried the banner front-page headline “Slip STPM palsu di bongkar” which reported: 

BANGI 4 Julai - Kementerian Pengajian Tinggi hari ini mendedahkan perbuatan sesetengah pelajar yang diterima masuk ke institusi pengajian tinggi awam (IPTA) baru-baru ini memalsukan keputusan peperiksaan Sijil Pelajaran Malaysia (SPM) dan Sijil Tinggi Persekolahan Malaysia (STPM) mereka.

“Kementerian berjaya mengesan pemalsuan itu apabila melakukan semakan berikutan aduan MCA bahawa ada pelajar mendapat purata himpunan markah gred (CGPA) 4.0 tidak diberi tempat di IPTA.

“Apabila semakan dibuat, pelajar terbabit didapati memalsukan keputusan peperiksaan mereka.

“Menterinya, Datuk Dr. Shafie Mohd. Salleh berkata, pihaknya percaya terdapat sindiket yang terlibat memalsukan keputusan peperiksaan tersebut dengan mengeluarkan slip keputusan hampir sama dengan slip asal yang dikeluarkan oleh Lembaga Peperiksaan Malaysia (LPM).”

On Tuesday, 6th July 2004, under the headline “Pelajar akan disingkir, biasiswa ditarik – Shafie”, reported:

“KUALA LUMPUR 5 Julai - Kementerian Pengajian Tinggi akan menyingkir pelajar dari institusi pengajian tinggi awam (IPTA) serta menarik balik biasiswa atau pinjaman pendidikan jika mereka didapati memalsukan slip keputusan peperiksaan sekolah untuk memasuki universiti.

“Menterinya, Datuk Dr. Shafie Salleh berkata, pelajar yang didapati memalsukan keputusan peperiksaan Sijil Pelajaran Malaysia (SPM) dan Sijil Tinggi Persekolahan Malaysia (STPM) untuk memasuki IPTA juga akan dikenakan tindakan undang-undang.

``Kementerian akan mengadakan perbincangan dengan Kementerian Pelajaran dan Lembaga Peperiksaan Malaysia bagi mendapatkan maklumat terperinci mengenai perkara ini sebelum membuat laporan polis,' katanya kepada pemberita di lobi Parlimen di sini hari ini.”

It continued:

“Untuk tujuan itu, Shafie turut meminta semua Naib Canselor di IPTA mengadakan pemeriksaan secara rambang ke atas pelajarnya berikutan kemungkinan lebih ramai pelajar memalsukan sijil peperiksaan mereka untuk memasuki universiti.

“Katanya, penilaian secara rambang itu boleh dibuat menerusi kelas tutorial dengan meneliti tahap kefahaman terhadap perkara-perkara asas dalam pengajian yang diambil.

“`Pada peringkat permulaan, pelajar ini boleh dikesan jika mereka menghadapi masalah kefahaman dan pengetahuan pada perkara-perkara asas dalam bidang akademik yang mereka ambil.

“`Jika kefahaman mereka pada perkara asas seperti Ekonomi diragui dan menimbulkan syak wasangka dalam kelas tutorial, pelajar ini boleh disemak semula sijil peperiksaan mereka kerana dikhuatiri melakukan pemalsuan,' katanya.”

If the Higher Education Ministry wants to conduct an in-depth investigation into the true academic record of everyone of the 1,774 STPM candidates last year who achieved the perfect score of CGPA, i.e. 1,247 matriculation and 527 STPM students, I give full support.

I understand that there are some matriculation students who obtain  3.7 and 3.8 CGPA who are given an overall score of 4 CGPA, and such an in-depth investigation  will be able to establish the truth or otherwise of this information, and if the former, the extent of its incidence.
