Conviction of PKNS is double conviction of Khir Toyo

(Klang,  Saturday): The Selangor Menteri Dato Seri Dr Mohd Khir Toyo must apologize for the offences committed by the Selangor State Development Corporation (Perbadanan Kemajuan Negeri Selangor- PKNS) for the destruction of green belt near Bukit Cahaya Sri Alam, Shah Alam. 

The PKNS was fined RM330,000.00 by the Shah Alam Sessions Court yesterday after it pleaded guilty for carrying out land work without a planning permit as required under the Town and Country Planning Act 1976 and for carrying out land work without council approval as required under the Road, Drainage & Building Act 1974.

 

The principle of accountability requires Khir Toyo, being the chairman of the PKNS, to apologize to the people for the offences committed by the PKNS.

 

In fact, Khir Toyo is guilty as the Menteri Besar as well as the chairman of PKNS in the destruction of green belt in Bukit Cahaya. Firstly, as the Menteri Besar, he failed to ensure that the directives of the state government to the Shah Alam City Council (MBSA) in respect of monitoring the construction projects near Bukit Cahaya Sri Alam were strictly adhered to by all the developers. Secondly, as the chairman of the PKNS, he failed to ensure that the state government’s principal development agency do lead by example by carrying out all projects in accordance with the requirement of the laws. When the PKNS led by Khir Toyo could also violate the laws, how would the other developers be expected to be law-abiding? The PKNS led by Khir Toyo had betrayed the people.

 

While the damage done to the green belt can never be fully rectified, the Khir Toyo and the Selangor state government led by him are fully responsible for the whole incident. Khir Toyo owes the people an apology, not lame excuses.
