leads the country in being the first to publicly respond to the Police Royal
Commission Report to kick off a nation-wide campaign to demand full and
immediate implementation of its 125 recommendations to create a world-class
police service with zero tolerance for corruption to ensure low crime rate
and respect human rights Speech at a Public Dialogue by Lim Kit Siang (Gloria Hotel, Ipoh, Wednesday): Although this public dialogue has been convened by the DAP MP for Ipoh Barat, M. Kula Segaran at very short notice, it has received very good response from tonight’s turn-out, but what is more important is that it has created double history, viz:
I am very impressed and encouraged by the public-spiritedness of the people of Ipoh from the unanimous show-of-hands just now to support the proposal to launch a new national campaign and movement by establishing a new NGO, IMPLEMENT Police Royal Commission Report (IPRCR), with the five-point objectives:
Malaysians, regardless of race, religion or political affiliation, should unite to support this new national campaign and NGO, IMPLEMENT Police Royal Commission Report (IPRCR), for the betterment of our country and to give our children and children’s children the foundation for a safe environment to enjoy a high quality of life. This initiative in Ipoh tonight, to launch a new national campaign and NGO, IPRCR, should be taken up by Malaysians up and down the country, for only the people, through the civil society and Parliament, can ensure that the Police Royal Commission Report and its 125 recommendations to keep the crime rate low, eradicate corruption and respect human rights especially women and children, are given serious attention through full, immediate and unhindered implementation. Let Malaysians from all walks of life and from all parts of the country unite with one voice, calling on the Prime Minister, Datuk Seri Abdullah Ahmad Badawi to fully implement the 125 recommendations in accordance with the time-plan of the Police Royal Commission Report, which will see 80 per cent or 99 of the 125 recommendations implemented within 12 months by May 2006, viz: Implementation by June 2005 – 5 by August 2005 – 21 by December 2005 - 22 by January 2006 - 14 by May 2006 - 37 Total 99
