Malaysia Plans not completed

Are the promised Malaysia Plans development projects (RMK) in Sabah being all fulfilled and completed? According to a Parliament reply made by the Prime Minister Department, we noticed the performance of the Malaysia Plans implemented in Sabah under the 9th and 10th Malaysia Plan where development promises were not delivered and kept. Many of the development projects from RMK9 were uncompleted and then pushed and passed on to the RMK10. Will these promised projects to be completed finally for the people in Sabah, or all these are just for propaganda purposes?

It is sad to know that the promised development projects were not completed in time to benefit the people of Sabah. This is a solid proof that the BN government can not deliver their promises to the Sabahan. For an example until 15th October 2010 in the whole country, 12,568 projects (46.3%) out of the 27,120 projects under the RMK9 were completed and 52.3% of the projects were still under construction. This signified the poor performance of the government to execute the projects under the Malaysia Plans.

Now we have entered into the mid-term implementation period of the RMK10, what will be the scenario on the execution of the projects that were passed on from the 9th RMK and those listed to be completed under the RMK10? It will be interesting to know the status for all these projects up till today. Are they being completed or have they been abandoned?

The Sabah projects which were under the RMK9 worth RM16.9 billion, and from the 3,690 approved projects only 2,056 projects worth RM6.81 billion was completed, and 843 projects worth RM3.73 billion was pushed into the RMK10. This indicated that there were many small scale projects were done up while the 843 big projects can not be completed. From the figure provided by the Prime Minister Department, it is definitely a true illustration on how bad and inefficiently the BN government had manages the RMKs. Why Sabah only managed to spend small part of the allotted sum of RM6.81 billion versus the original allocated sum of RM16.9 billion? Where had the rest of the money (RM10.09 billion) gone to, and why Sabah couldn’t use up or finished the whole sum? There must be a logical explanation to why Malaysian Plans cannot be completed and had the money being carried forward to the next plan or being returned to central account.

In RMK10(2011-2015), a sum of RM20.3 billion had been allocated, and will this sum be used up effectively and completely? It is rather silly to see that when we were given a big allocation, but we didn’t manage to use it up, what is the logic behind this, and there are a lot of questions to be answered by the government. If in a similar situation like this, and BN is given the new mandate again, we are sure to continue to suffer more. Who will be so silly not to use up the allocation quickly? Let us use this as a good example, and by putting our hands together we can kick out the BN “bad managers” to give Sabah a brighter future.
