1. I welcome Prime Minister Dato’ Seri Anwar Ibrahim’s New Year address, which outlined a series of landmark reforms and people-centric initiatives that reaffirm the MADANI government’s commitment to good governance and strengthen the foundations for delivering inclusive prosperity for all Malaysians.
2. Of particular importance are the proposed institutional reforms, including the separation of the Attorney-General’s Chambers from the Public Prosecutor’s Office, the passage of a Freedom of Information Act, and the establishment of an Ombudsman Office. Together with reforms already implemented – such as the Parliamentary Services Act 2025, which restored the independence and dignity of Parliament – these measures reflect a sincere determination to rebuild public trust and ensure that governance in Malaysia is carried out with integrity, accountability, and respect for democratic institutions.
3. From an economic perspective, the government’s record over the past three years reflects broadly positive headline numbers, providing a more stable footing for national recovery and growth. This includes the significant strengthening of the Malaysian ringgit, which emerged as the best-performing currency in Asia in 2025, reflecting renewed investor confidence and improved economic fundamentals.
4. At the same time, the MADANI government aware that macro-level improvements do not automatically translate into immediate relief for all segments of society. Economic reforms and adjustments inevitably create transition pressures, and the concerns expressed by the rakyat – particularly in relation to the cost of living – must be addressed with sensitivity and responsiveness. Reforms must be inclusive and must not leave any segment behind, necessitating continuous policy refinement and targeted interventions.
5. In this context, the support measures announced reflect the government’s firm commitment to ensuring that economic progress delivers tangible benefits to the people. These include the allocation of RM130 million for the upgrading of vernacular schools, the commencement of STR Phase 1 payments from January 20, the phased rollout of the Rahmah Basic Contribution (SARA) of up to RM200 monthly beginning January 9, as well as the RM100 one-off credit to every Malaysian citizen aged 18 and above on February 9.
6. In addition, the continuation of Jualan Rahmah MADANI, which will be conducted three times a month in every state constituency, the provision of RM150 Early Schooling Aid for each school-going child, and the reduction of the Service Tax on rentals for micro, small and medium enterprises from 8% to 6% demonstrate a clear and practical approach to easing the cost of living while supporting families and small businesses.
7. I also welcome the government’s commitment to pursue a constitutional amendment to limit the Prime Minister’s tenure to a maximum of 10 years or two terms. This proposal reflects the reform agenda enshrined in the HARAPAN GE15 Action Plan. This important constitutional reform serves as a safeguard against the excessive concentration of power and reinforces democratic accountability at the highest level of national leadership. Prime Minister Anwar Ibrahim’s continued support for this proposal signals a strong commitment to institutional reform and democratic principles.
8. Over the past three years, the MADANI government has undertaken extensive consultations, cross-government engagement, and a comprehensive mid-term review to ensure that reforms are carefully prioritised, consensus-driven, and implemented effectively.
9. Reform does not happen overnight. It requires patience, stability, and the courage to stay the course. After three years of rebuilding trust, restoring institutional functions, and laying strong foundations, Malaysia is now in a better position to move forward with confidence and purpose.
10. DAP remains firmly committed to this reform agenda. I call on all Members of Parliament and stakeholders to rise above partisan considerations and work together to ensure these reforms are implemented effectively, sincerely, and always in the interest of the rakyat and the future of our nation.
