RM765,100.00 ON-SITE DETENTION PROJECT TO MITIGATE FLOODING

  1. An on-site detention facility is currently being constructed at the junction of Persiaran Tujuan and Persiaran Kewajipan, situated along Jalan USJ9/5 and Jalan USJ13/5. Construction began on 2 January 2025 and is scheduled for completion in October 2025. Upon completion, the facility will have the capacity to store up to 6 m³ of rainwater.

 

  1. The project, undertaken by the Majlis Bandaraya Subang Jaya (MBSJ), carries a total budget of RM765,100.00.

 

  1. Residents will be aware that this stretch of road has been prone to recurring floods, notably in 2017, 2018, 2021, 2022, and 2024. This area is the lowest point in DUN Subang Jaya, causing rainwater to accumulate. Furthermore, water discharge slows here as the terrain tapers towards USJ1 and USJ14 before eventually flowing into the Klang River.

 

  1. Data from the water-level monitoring station at this junction consistently shows red alert readings during heavy rain, confirming the urgent need for long-term flood mitigation measures.

 

  1. While previous floods have not entered homes, they have caused significant vehicle damage and severe traffic disruptions, particularly along Persiaran Kewajipan and Persiaran Tujuan — the two main arterial roads of Subang Jaya.

 

  1. The primary functions of the on-site detention facility are to:-
    1. Temporarily store rainwater during heavy downpours, releasing it gradually once the main drainage system clears; and
    2. Prevent excess rainwater from overwhelming the drainage network and flooding the area.

 

  1. A unique feature of this facility is that it will be located underground, allowing the surface space above to remain usable. In fact, MBSJ has plans to widen the road at this junction to improve traffic flow from Persiaran Kewajipan into Persiaran Tujuan. This is the second underground detention facility in the constituency, following the one built under Jalan SS19/6 in front of SJK(C) Lick Hung.

 

  1. This project complements other flood mitigation works, including the weirs built in 2023 along the monsoon drain in Persiaran Tujuan and USJ18, which slow the flow of rainwater from upstream.

 

  1. Through these combined initiatives, we aim to reduce flood risks and strengthen Subang Jaya’s resilience against increasingly unpredictable weather patterns. Our commitment remains clear — to work towards a flood-free Subang Jaya.
