I believe there must be more greater transparency in the investigation involving the dismemberment of two cats within the campus grounds of Universiti Malaysia Sarawak (UNIMAS) including involving investigations by relevant authorities and even open engagements with relevant stakeholders and NGOs.

I am deeply disturbed and concerned by the recent incident involving the dismemberment of two cats within the campus grounds of Universiti Malaysia Sarawak (UNIMAS). The grotesque nature of the injuries, including what appears to be clean-cut mutilations, raises serious questions about the circumstances and manner in which these acts were committed.

While I take note of UNIMAS’ official statement that an internal investigation– allegedly involving witness testimonies and CCTV footage– has concluded that the injuries were caused by a male cat, I echo the sentiments of many members of the public and animal welfare advocates in expressing grave doubts over this conclusion. The lack of transparency in the investigation process, the withholding of crucial evidence such as video footage, and the absence of an independent inquiry have only served to erode public trust.

A veterinary expert has also pointed out that the nature of the mutilation suggests the strong possibility of human involvement. The assertion that another animal, even a male cat, is responsible for such actions, without a thorough forensic validation, is highly questionable.

Therefore, I urge the university to to transparent and share all relevant evidences with the authorities including:
1. Release all available evidence, including CCTV recordings and documented witness statements, to allow for an independent review.
2. Allow external veterinary experts and authorities to conduct a possible autopsy on the corpse, which has been buried properly as claimed by the university.
3. Engage with independent animal welfare organisations to review the case and make necessary recommendations to prevent such incidents in the future.

Beyond this specific case, this incident sheds light on the urgent need for Sarawak to reform and strengthen its legal framework on animal welfare. Unlike Peninsular Malaysia and Sabah, which are governed by the Animal Welfare Act 2015, Sarawak currently operates under its own state ordinance that lacks sufficient enforcement mechanisms and punitive measures for cruelty against animals.

Hence, I call upon the Sarawak State Government to:
1. Enact and adopt a comprehensive Animal Welfare Enactment that mirrors or surpasses the standards of the Animal Welfare Act 2015.
2. Strengthen cooperation between law enforcement agencies, local authorities, and animal rights NGOs to ensure public awareness and stronger protection for all animals within the state.

The way we treat our animals is a reflection of our society’s values and morality. Allowing acts of cruelty to go unaddressed sends a dangerous message to the community. It is our responsibility as public officials and citizens to ensure that justice is served– not just for these animals, but for the safety and dignity of our community as a whole.

I stand with the people of Sarawak and with all animal lovers in demanding truth, transparency, and justice. Furthermore, I will continue to raise this matter through all necessary channels until it is addressed appropriately.
