Full transparency has been practiced by the Penang State Government in the implementation of PSR

Reference is made to a Malaysia Outlook online article entitled, “Gerakan dares DAP’s Penang government to disclose SRS reclamation deals” published 19 April 2017, as well as related news coverage from the media conference held yesterday by Penang Gerakan, seeking clarification on the proposed Penang South Reclamation (PSR) project.

It has been clarified on numerous occasions that pursuant to the Letter of Award (LoA) issued by the Penang State Government in August 2015 to SRS Consortium for its appointment as the Project Delivery Partner (PDP), it was stated among the conditions to the LoA that:

  1. SRS Consortium’s proposal is to be further discussed with the State Government and the relevant Federal Government agencies and regulatory bodies for the securement of the necessary approvals for implementation; and
  2. All terms and conditions for the implementation of the proposal shall be further discussed and negotiated with the Penang State Government and incorporated into the PDP Agreement to be executed in due course.

SRS Consortium is still in the process of securing the necessary approvals from the relevant Federal authorities. As such, no agreement has been signed between the PDP and the Penang State Government.

Total land to be reclaimed is 4,500 acres, which consist of three islands. All land will be fully owned by the Penang State Government.

Full transparency has been practiced by the Penang State Government in the implementation of PSR, such as disclosure of Request for Proposal (RFP) documents by SRS Consortium for public viewing and feedback from 16 Jan till 17 Feb 2017. Due to numerous requests from the public, the RFP documents public display was later further extended to 28 Feb 2017.
