Penang PR state government is willing to be ruthlessly and mercilessly punished by “heartless critics” of PR’s 3-prong approach to help first time buyers of affordable and public housing:-
- Compel private housing developers to build public and affordable housing;
- Establish a RM 500 Million Public and Affordable Housing Fund to build 20,000 units by Penang Development Corporation(PDC);and
- Implement new housing rules effective 1 February 2014 that amongst other, impose 5-years sale restrictions on affordable housing and 10-year sale restriction for public housing subject to exemptions for appeal in certain cases.
Public housing are low-cost houses up to RM42,000 or low-medium cost houses up to RM72,500. Affordable housing are those above RM72,500 but below RM400,000 on Penang island and below RM250,000 in Seberang Perai.
The Penang PR state government has only commenced the construction of affordable housing because we needed to save and accumulate funds. Unlike other BN states, the Penang state government does not receive any funding from the Federal government for public or affordable housing. In fact the Federal government is building only 70 units of PPR or public housing for the poor in Penang, the lowest number in the country.
Despite not receiving any funding from the Federal government, the state government is able to set up the largest housing fund in Malaysian history by any state government of RM500 million through competent administration, prudent spending and anti-corruption measures such as open competitive tenders. This historic RM500 million Public and Affordable Housing Fund is a testimony of clean government and integrity in leadership.
RM500 million may not be sufficient for the proposed 20,000 units in all the 5 districts of Penang. The Penang state government is prepared to increase the amount where necessary.
Yesterday the state government distributed out application forms for these houses. For the first time in history, these forms were given out free compared to the previous RM1 per form. 50,000 forms have been printed and are available at Komtar and the offices of PR wakil rakyats who are instructed to contact the State EXCO for housing Jagdeep Singh Deo.
For the nearly 30,000 people that had registered their interest previously for these houses, the state government will send out the application forms to them by post and they should receive them within a week. The state government needed to know how many were interested so that we can plan and be assured that there will be sufficient buyers for the 20,000 units. By sending out the application forms to them by post, is the state government’s way of thanking them and not let them “lose out” for registering their interest.
We hope that all these forms can be returned to the state government by 30 June 2014. For those interested in buying the Jalan S.P. Chelliah flats, they have to send it their forms by 31 March 2014. The location of these 20,000 units are as follows.
Kawasan Pulau
(A) Jalan S P Chelliah
Melalui projek ini di Daerah Timur Laut, sebanyak 1,900 jumlah unit akan dibina iaitu 770 kos sederhana rendah dan 1,130 unit kos sederhana. Unit kos sederhana rendah berkeluasan 700 kaki per segi berharga RM72,500.00, 1,130 unit kos sederhana berkeluasan 800 hingga 1,000 kaki per segi berharga RM 200,000.00 sehingga RM 400,000.00 seunit. Ia dijangkakan bermula awal tahun 2014 dan dijangka siap Jun 2017.
(B) Teluk Kumbar
Melalui projek ini di Daerah Barat Daya, sebanyak 694 jumlah unit akan dibina iaitu 346 kos sederhana rendah dan 348 unit kos sederhana. Unit kos sederhana rendah berkeluasan 700 kaki per segi berharga RM72,500.00, 348 unit kos sederhana berkeluasan 850 hingga 1,000 kaki per segi berharga RM 250,000.00 hingga RM 330,000.00 seunit. Ia dijangkakan bermula awal tahun 2014 dan dijangka siap Februari tahun 2017.
(C) Jelutong
Melalui projek ini di Daerah Timur Laut, sebanyak 556 jumlah unit kos sederhana rendah akan dibina dengan keluasan 700 kaki per segi pada harga RM72,500.00. Ia dijangkakan bermula Jun tahun 2014 dan dijangkakan siap pada Julai tahun 2017.
(D) Pintasan Cecil
Melalui projek ini di Daerah Timur Laut, sebanyak 298 jumlah unit kos sederhana rendah akan dibina dengan keluasan 700 kaki per segi pada harga RM72,500.00. Ia dijangkakan bermula akhir tahun 2014 dan dijangka siap pada akhir tahun 2017.
Berdasarkan 4 projek di kawasan pulau tersebut, jumlah unit rumah yang akan dibina adalah 3,448 unit.
Seberang Perai
(A) Batu Kawan
Fasa pertama projek di Bandar Cassia, Batu Kawan (SPS) mengandungi 520 unit. 149 unit adalah unit kos sederhana rendah berkeluasan 800 kaki per segi dengan harga jualan seunit RM72,500.00. 98 unit adalah jenis kos sederhana berkeluasan 900 kaki per segi dengan harga jualan seunit RM168,000.00. 273 unit adalah jenis kos sederhana berkeluasan 1,000 kaki per segi dengan harga jualan RM220,000.00 seunit. Ia dijadualkan bermula pada akhir tahun 2013 dan dijangka akan siap dibina pada tahun 2016. Bandar Cassia ini merangkumi beberapa fasa yang keseluruhannya akan membekalkan 11,800 unit rumah mampu milik.
(B) Kampung Jawa
Projek yang terletak di Seberang Perai Utara ini mengandungi 707 unit di mana 353 unit adalah unit kos sederhana rendah berkeluasan 700 kaki per segi dengan harga jualan seunit RM72,500.00. 145 unit adalah jenis kos sederhana berkeluasan 850 kaki per segi dengan harga jualan seunit RM200,000.00. 205 unit adalah jenis kos sederhana Berkeluasan 1,000 kaki per segi dengan harga jualan RM280,000.00 seunit. Ia dijadualkan bermula pada Februari tahun 2014 dan dijangka siap dibina pada Januari tahun 2017.
(C) Mak Mandin
Projek yang terletak di Seberang Perai Utara ini mengandungi 250 unit kos rendah berkeluasan 650 kaki per segi dengan harga jualan seunit RM42,000.00. Ia dijadualkan bermula pada September tahun 2014 dan dijangka siap dibina pada September tahun 2017.
(D) Ampang Jajar
Projek yang terletak di Seberang Perai Utara ini merangkumi jumlah 1,200 unit di mana 600 unit adalah unit kos sederhana rendah dengan keluasan 700 kaki per segi dengan harga jualan RM 72,500.00. 360 unit kos sederhana yang berkeluasan 850 kaki per segi akan dijual pada harga RM 200,000.00 dan 240 unit kos sederhana yang berkeluasan 1,000 kaki per segi akan dijual pada harga RM 240,000.00. Projek ini dijadual untuk bermula pada Januari tahun 2015 dan dijangka siap pada Januari tahun 2018.
(E) Bukit Mertajam
Projek ini yang terletak di Seberang Perai Tengah mengandungi 968 unit di mana 484 unit adalah unit kos sederhana rendah dengan keluasan 700 kaki per segi dengan harga RM 72,500.00. 160 unit kos sederhana yang berkeluasan 850 kaki per segi akan dijual pada RM 200,000.00 dan 324 unit lagi kos sederhana yang berkeluasan 1,000 kaki per segi dengan harga jualan RM 240,000.00. Ia dijadualkan bermula pada Mac tahun 2015 dan siap dibina pada Januari tahun 2018.
(F) Juru
Projek ini yang terletak di Seberang Perai Tengah mengandungi 1,600 unit di mana 800 unit adalah unit kos sederhana rendah dengan keluasan 700 kaki per segi dengan harga RM 72,500.00. 200 unit kos sederhana yang berkeluasan 850 kaki per segi akan dijual pada RM 200,000.00 dan 600 unit lagi kos sederhana yang berkeluasan 1,000 kaki per segi dengan harga jualan RM 240,000.00. Ia dijadualkan bermula pada Mac tahun 2015 dan siap dibina pada Januari tahun 2018.
The new housing rules are intended not only to help first time buyers of affordable housing to be able to buy houses but also prevent the adverse impact of a property bubble. Those who heartlessly oppose the new housing rules can do so because they already own houses but forget about those first time buyers who do not own houses.
These “heartless” groups include not only the opposition BN parties but even NGOs and mainstream media, who have shown their true and ugly colours of hypocrisy and double-standards in criticising the state government for not doing enough for affordable housing but yet when this 3-prong approach is adopted, mercilessly criticise the PR state government for carrying out illegal activities. Never do, wrong. Do, also wrong.
PR Penang state government will not be distracted or swayed nor bow down or be cowed by these “heartless critics”, but will press on and carry out our mandate from the people who had increased their support to PR Penang state government from 58% popular vote in the 2008 general elections to 68% in the last general elections.
