Penang’s investment situation

I will not address the rise in petrol price today but allude to some press reports that Penang’s investment situation is in a critical situation. This is clearly intended to distract attention from the price hikes by the BN Federal government in sugar, petrol, power tariffs and road toll in contrast to the Penang state government not imposing any increases in water tariff, quit rent and assessment for 2014.

For the record, I wish to refer to a to a Parliamentary written reply from the Prime Minister Datuk Seri Najib Tun Razak to DAP Kuching MP Chong Chien Jen in September last year,

“Bagi tempoh 2010 hingga Ogos 2013, sejumlah 3,023 projek perkilangan dengan pelaburan berjumlah RM174.3 bilion telah diluluskan. Daripada jumlah tersebut, sebanyak RM102.9 bilion (59 peratus) merupakan pelaburan asing, manakala RM71.3 bilion (41 peratus) adalah pelaburan tempatan.

Dalam tempoh yang sama, lima negeri yang mencatat jumlah pelaburan asing tertinggi adalah:

  • Pulau Pinang (RM19.7 bilion daripada 186 projek perkilangan).
  • Johor (RM16.7 bilion daripada 374 projek perkilangan).
  • Sarawak (RM15.6 bilion daripada 54 projek perkilangan).
  • Selangor (RM15 bilion daripada 439 projek perkilangan).
  • Kedah (RM8 bilion daripada 79 projek perkilangan).

Bagi tempoh Januari hingga Ogos 2013 pula, sejumlah 463 projek perkilangan dengan pelaburan berjumlah RM29.9 bilion telah diluluskan. Daripada jumlah tersebut, sebanyak RM18.8 bilion (62.9 peratus) merupakan pelaburan asing, manakala RM11.1 bilion (37.1 peratus) adalah pelaburan tempatan.

Dalam tempoh tersebut, lima negeri yang mencatat jumlah pelaburan asing tertinggi adalah:

  • Johor (RM6.6 bilion daripada 63 projek perkilangan).
  • Sarawak (RM4.2 bilion daripada 10 projek perkilangan).
  • Melaka (RM2.7 bilion daripada 10 projek perkilangan).
  • Selangor (RM1.1 bilion daripada 58 projek perkilangan).
  • Pulau Pinang (RM1 bilion daripada 28 projek perkilangan).”

Clearly Penang came out top in the investment charts during the period from 2010-August 2013. This is similar to the five year period investment performance of Penang of RM 36.1 billion from 2008-2012 as compared to the pervious 5 year period of 2003-7 of RM18.7 billion, a 100% improvement by the Penang PR state government. A period of 5 years is a more accurate and consistement measurement of investment performance than just taking a snapshot over 1 year or one month.
