Three recommendations in light of Dr Tay Tien Yaa’s tragic passing

I would like to first express my profound sorrow over the tragic passing of Dr Tay Tien Yaa, a pathologist at Hospital Lahad Datu, on August 29th. While I was encouraged by Health Minister Dr Dzulkefly Ahmad’s tweet on September 16th affirming the need for a thorough investigation and a Zero Tolerance Policy towards bullying, I am deeply disappointed by the Ministry of Health’s announcement yesterday (October 2nd) that an independent taskforce will only take effect on
October 10th.

This delay in forming an independent taskforce raises serious concerns regarding the Ministry’s commitment to the well-being of healthcare workers in Malaysia. Such a prolonged period without decisive action may hinder justice for Dr Tay, and impede the implementation of long-term structural reforms necessary to create a safer environment for patients, caregivers, and healthcare workers within public healthcare facilities.

Therefore, I urge the Ministry of health to immediately:

  • 1. Form the Independent Taskforce to investigate Dr Tay Tien Yaa’s case, with the findings made public. This investigation must be conducted swiftly to prevent further delays and ensure the
    outcomes lead to immediate actions to safeguard the mental health and well-being of healthcare professionals nationwide, particularly addressing issues of overwork and access to mental healthcare.
  • 2. Strengthen existing measures and promote awareness of support services to ensure the safety and well-being of healthcare workers. The effectiveness of measures such as MyHelp and SISPAA
    should be reviewed and enhanced. The Ministry should publicize the availability of these resources and collaborate with all stakeholders, including the Malaysian Medical Association, to
    develop a comprehensive strategy for promoting the well-being of healthcare workers.
  • 3. Provide postvention support to the family and colleagues affected by this tragic loss. Mental health resources and counseling services should be made available without delay to help those struggling to cope with the loss.

Additionally, in light of the extraordinary circumstances surrounding this tragic loss, we strongly urge the government to provide substantial ex gratia payment to the family of the deceased. This gesture would not only offer financial relief, but also serve as a tangible acknowledgement of the invaluable contributions made by Dr Tay and the immense hardship endured by their family in the absence of
adequate systemic support.

This tragic incident serves as a stark reminder to all healthcare authorities of the urgent need for systemic reforms. I call for reforms that prioritize the well-being of our healthcare workers and prevent future tragedies resulting from systemic neglect.
